STUDENT COUNCIL
CONSTITUTION 1998


 




1.0   Preamble

    The Student Council of the Truscott Street Public School has been established:
 -  to assist the School Council, P&C and staff to promote the most favourable
    educational environment for students at Truscott Street Public School.

 - to provide a structure for students to display leadership skills taught in their  classrooms and the wider school environment.

 -  to provide an opportunity for students to experience consultative processes and  participate in the efficient working procedures observed in  democratic Australian  organisations.

2.0  Composition of Student Council

All positions must have a gender balance

Two School Presidents - tenure for 1 school year.

Two Vice Presidents _ tenure for 1 school year.

Four representatives from year six _ tenure 1 semester.

Two representatives from each classroom - tenure 1 semester.

Ex officio - Principal and or staff member who is appointed to laies with the Student Council

2.1 No child may be elected to the Student Council for a second term within a period of two calendar years. The exception being the two Co-Presidents and Vice Presidents.

3.0  Office Bearers

Office bearers of the Student Council are:

 President - two
 Vice President  - two
 Secretary * - one

* Secretary to be share by the two Vice Presidents.

3.1  Duties of Office Bearers

Presidents:
 Conduct of meetings.
 Responsible to ensure all business agreed by Student Council is brought to satisfactory  conclusion.

Vice Presidents:
 To ensure all classes are conducting class meetings and deputise for the Presidents when  needed.
Secretary
 Responsible to ensure all business agreed by Student Council is brought  to the attention  of Students, Staff, School Council, P&C and Parents.
  Produce minutes of meetings
 File all correspondence
 Write Council report for the school news letter.

4.0  Elections

School Presidents and Vice Presidents will be selected from year 6. Elections will take place in weks 8-9 of term 4 in the preceeding year.
Elections for years 2-6 grade representatives must be held before the first week of term 1, and in the last week of term 2.
All elections will be by secret ballot using the first past the post system.
Only written nominations will be accepted.  A nominator and seconder will be required for each valid nomination.The electorate will comprise students in years 1-6 and all staff.

Teachers are expected to fully explain the above procedures to the children and stress their importance as part of the democratic process.

5.0  Meetings

Meetings will be held weekly or fortnightly at a regular time to suit timetable constraints.  Meetings should not exceed 45 minutes.
The following should attend all meetings:
All members.
Principal or supervising teacher.
 

5.1 The following may attend as observers:

 Members of the School Council
 Members of the school P&C
 Parents
 Staff
 A single grade by invitation
 Other observers who may be invited to attend from time to time.

6.0  Proceedings

Meetings shall follow the following procedure:

d Reports: Supervising Teacher
   Special Projects
e General business
 

6.1  Business
From the preamble above, it is clear that  Student Council business may cover many areas of school activities.  However, specific duties that will be covered by Student Council are:

 Key Learning Area's
 Social Service
 Children's fund-raising
 School Grounds
 Intra School Sports Activities
 General behaviour of students
 Student input into special days and themes

Communication
The Student  Council will elect from their numbers a 'speaker' to make a verbal report at the Wednesday school  assembly following a meeting.

A member of the Student Council will be elected to assume responsibility for writing a report of proceedings for publication in Truscott News. The Secretary is responsible for submitting the report.

This policy has been agreed to by mutual consent of students, teachers, parents and community members who commit themselves to its implementation through a co-operative approach to student welfare.
