Karralika Consultative Committee

 

In September 2004, as part of the Government’s promised community consultation, Mr Corbell established the Karralika Consultative Committee (KCC). The KCC initially comprised 18 members, most selected by the Minister:

  • A College Counsellor from Erindale College

  • A Consumer Representative from ADFACT

  • A Drug and Alcohol Coordinator from ACT Policing

  • A Representative from Lifeline Canberra

  • An Executive Director from ACT Health

  • Four members from the Karralika Action Group

  • Four residents from the Macarthur/Fadden neighbourhood

  • The CEO of ADFACT

  • The CEO of Communities @ Work

  • The Chair of the Karralika Consultative Committee

  • The President of the Tuggeranong Community Council

  • The Principal of Fadden Primary School

 

The KCC had its first meeting in November 2004, and was required to make its recommendations in June 2005. The Committee was to report on the viability of a revised proposal of “10 extra beds”.

By June 2005, 3 members had resigned - the College Counsellor from Erindale College, the Drug and Alcohol Coordinator from ACT Policing, and the Representative from Lifeline Canberra. 15 members remained.

The Committee submitted two final reports - a majority report and a minority report. Both reports are available for viewing or downloading below.

 

The majority report represented the views of 8 Committee members and primarily recommended the Fadden Karralika facility be relocated to an appropriate purpose-built site. The majority also presented a secondary recommendation (in the event that the primary recommendation be rejected) that the Fadden Karralika facility be refurbished with no increase to building footprint or number of clients, and with no change to the services provided there. The majority consisted of:

  • Four members from the Karralika Action Group

  • Three residents from the Macarthur/Fadden neighbourhood

  • The President of the Tuggeranong Community Council

 

The minority report represented the views of 5 Committee members who also primarily recommended the Fadden Karralika facility be relocated to an appropriate purpose-built site. The minority presented a secondary recommendation that the Fadden Karralika facility be expanded by an additional 10 beds, and that therapeutic and clinical services be transferred and included on the Fadden site. The minority consisted of:

  • A Consumer Representative from ADFACT

  • One resident from the Macarthur/Fadden neighbourhood

  • The CEO of ADFACT

  • The CEO of Communities @ Work

  • The Principal of Fadden Primary School

Note: The Executive Director from ACT Health and the Chair were not part of the majority or minority groups presenting reports to the Minister. The Executive Director from ACT Health supported the Government's proposal of an additional 10 beds.

 

In March 2006, Health Minister Simon Corbell attended the Tuggeranong Community Council to provide an update on the progress of the Government's decision, and to answer general questions including ones related to the Karralika issue. As a result of the presentation, some members from the Karralika Consultative Committee sent a letter to Mr Corbell (view in PDF format).

On 24th August 2006, Katy Gallagher MLA - the new Health Minister - announced that the proposed redevelopment and expansion of the Fadden Karralika facility will not proceed.
