This is a breast plate. It is sometimes worn to prevent a saddle from slipping back. Also it attaches to a running martingale (not worn in this photo) which can be used to encourage the horse to bring its head down when contact is made through the bit.

 Always check on the requirements for competition.

 For example, the breast plate is acceptable in a dressage test but not a running martingale.
