The Client

 

Mid-Western Area Health Service is one of eighteen separate Health Services in NSW operating under the Department of Health.  It covers an area of approximately 59,835 sq. km in the area bounded by Lithgow at the foot of the Blue Mountains and Far West to Lake Cagelligo.  The regional population is approximately 172,000 and is projected to increase to 184,000 by 2011.  The Area Health Service provides the majority of health services to this population.  In the reporting year 1999/2000 the Area recorded activity levels of over 261,000 Occupied Bed Days (OBDs)

 

The major facilities in the Area are:

 

·   Bathurst Hospital: 132 beds, 9,245 sq.m. of occupied buildings generally constructed of brick, concrete slab, mostly iron roof - some tile.  Bathurst is a Base Hospital and provides acute care and a referral role for the Area; Medical Services provided include; Medical, Surgical, Emergency, Obstetrics, Paediatric, Gerontology, Palliative, Radiography, Pathology, Rehabilitation

 

·   Blayney Hospital: 30 beds, 2500 sq.m. of occupied buildings generally constructed of brick, concrete and tile roof.  Blaney provides acute care and nursing home type care

 

·   Bloomfield Hospital: 151 beds, 25,530  sq.m. of occupied buildings generally constructed of brick and tile roof.  Bloomfield is a Psychiatric hospital

 

·   Mudgee Hospital- this is actually part of Macquarie Area Health Service but was included because of geographic proximity to this Area: 52 beds, 5,178  sq.m. of occupied buildings generally constructed of brick, tiled roof, concrete slab.

 

·   Orange Base Hospital: 170 beds, 20,000  sq.m. of occupied buildings generally constructed of brick, tiled/iron roof, concrete slab.  Orange is another Base Hospital providing acute care with an Area referral role. Medical Services provided include; Medical, Surgical, Emergency, Obstetrics, Paediatric, Gerontology, Palliative, Radiography, Pathology, Rehabilitation

 

·   Central West Linen Service: processes 5,500 tonnes of linen per year at a single site for many customers at Metropolitan and country sites.  Metropolitan 65% of volume and country/others 35% of volume.  Buildings are generally constructed of concrete, steel and iron roofs. 

 

In the financial year 1999/2000, the total operating expenditure for the Area was $231,051,000 of which $2,000,055 was for energy purchases.  Although this represents less than 1% of total expenditure, it is a controllable cost where savings go straight to the bottom line.

 

The total energy use for the Area was 674,453 GJ which is approximately the amount of energy used by:

 

·       ten city office towers, with 60 levels each of 1000 sq.m., or

·       16,000 homes

 

The EPC Contractors

 

Both ECS and Honeywell are general contractors providing a range of technical solutions. BB Water is, as the name suggests, a specialist water contractor.

 

Energy Conservation Systems Pty Ltd

 

Energy Conservation Systems Pty. Ltd. (ECS), a wholly owned Australian company, was established in 1983 to market and distribute energy conservation products, develop energy management solutions, and provide auditing and energy management consultancy.  Energy Conservation Systems Pty. Ltd. is represented nationally in all States and Territories.  ECS has been implementing Energy Performance Contracts for the last 10 years and was the first Australian Company to gain Quality Assurance (QEC 6144) certification for performing Energy Performance Contracts.

 

Turnkey energy management solutions delivered by ECS address issues such as lighting upgrades and control systems, power factor correction, control of distributed and central mechanical services, and water treatment and management. ECS has the capacity to install fully integrated energy control systems through open protocol gateways to interactive software.

 

Energy management systems may be installed during construction for a small incremental cost over a traditional system that does not incorporate any automatic control. However, ECS also have vast experience in retrofit installations with many products designed with these situations in mind.  Much of the ECS product range is designed and manufactured in Australia. The range of ECS equipment has been life cycle tested in excess of 15 years constant use and has been manufactured in accordance with quality assurance programs BS5750 and ISO9000.

 

Honeywell Pty Ltd

 

Honeywell is a prequalified Energy Performance Contractor providing contractor guaranteed energy savings projects, with a finance offering option if desired. Typically, Honeywell works with the customer's engineering teams to identify where acceptable payback installations can be made in the various energy and utility services.

BB Water Saver Systems

 

BB Water Saver Systems is a totally Australian owned company which, through the products they manufacture in Sydney, has become a leading specialist in the conservation of water.  During the last 7 years BB Water has supplied and installed into hospitals, hotels, clubs, office towers, Department of Defence, councils, Sydney Water, schools and colleges.  BB Water is also a preferred supplier to the NSW DPWS on line purchasing system.
